The recent plight of the England football team demonstrated a big national problem.The team's lack of creativity and simple passing-the-ball technique brought back memories of the Graham Taylor era.
The question is whether the problem is highlighted by the lack of English players in the top four club sides. Surely if players with the required ability existed, then they would be playing at the top level.
Why is there a lack of English players making it into the Arsenal, Manchester United, Liverpool and Chelsea sides, and would restricting foreign players help matters? Obviously this would affect freedom of movement in regards to EU law, but perhaps it would help to adopt a system where overseas players are eligible only if they have reached 25 caps for their full national side.
If this system was implemented, it would not be subject to any breaches of law as the Premier League could stipulate it as part of league regulations. Limiting eligibility to players who have at least 25 caps would mean only proven internationals enter the top English league.

more claptrap masquerading behind a wish to excuse the egos of England international refusing to hold any one but themselves accountable for qualification failure. Stop pointing the finger at clubs and look closer at that 'golden (shower) generation' and at the old blazer-brigade at Soho Square. Why is there no national academy? Is that the clubs' fault? Why is Lampard consistently crap in an England shirt, but plays out of his fat-stretched skin when he puts on the blue-rouble shirt of Blue Fulham? Preposterous b0ll0cks.

when france won the world cup how many of their team played in France or Brazil before them? Good players will make it to the top but the simple fact is that England do not have any world class players. Despite what the press may lead want us to belive how many of England's first 11 would be considered automatic starters in a best of world squad????

Pure crap again, I cannot imagine that wenger or even frguson for that matter will pick any young player and make him suite the english underachieving team. If you wish, it shall be done for you, take them and keep them warming the benches tha whole season. Because the only thing that will make you happy is to see hear of such players in the top clubs no matter what they will be doing. But no again, because nobody is paid for only languishing in the training grounds the whole season. "take walcott'" This was wenger if am quoting things right, but you refused him for his age. What else do you want. The whole english lineup cannot come from the big four, please. Capello will prove me right. He is gonna succed with any player.

First, if EU says you cannot restrict employment, then you cannot restrict employment. You want to restrict employment of those without 25 caps. Second, why do you want to destroy the Premier League? Because that's what you'll do. There are scores of foreigners throughout the league who lack 25 caps. Of course, if you only apply this rule to the Top 4, then I hope you'll also include Top4Tottenham.

That will not help one bit. The big problem is at youth level where no young players are coming through. This is noticeable at the championship where some teams fielded are half foreign. Having been to youth tournaments both club and international I have seen that the problems lie below league level and the number of foreigners is a symptom of the problem and not the problem. Get rid of foriegners and the gap between the rich and poor clubs will escalate as there will not be enough good British players to go round. Also some of the talk about foreign players is extremely close to the racism of 30s Germany

Quite obviously this would solve all the problems and England would get back to winning all those trophies again. Just like they did numerous times with those English players 'nurtured' by ManU. Something 'urgently' must be done because a teenager can't get (regularly) into the league leaders side? Although I agree completely with this breathtakingly brilliant idea, I would like to suggest 26 caps?

I haven't bothered reading the rest of the article after seeing the proposed ruling. Limiting the eligiblity of foreigners to those with over 25 caps will not suddenly improve the technique of the english players, a national acadamy would but the FA feels it would be a waste of money, clearly Clairefontaine hasn't produced enough results for France (2 World Cup finals and 1 European Championship final) that the FA would consider it a viable option. This has to be one of the most proposterous 'solutions' to England 's abject failures I have heard so far. Rather than improve the England team this would just dampen the quality of the Premiership. Teams such as Arsenal recruit youngsters from abroad due to the failures of coaching english players recieve during school age. Ajax teach youth players by making them dribble round a square, the older they get the smaller the square gets, thereby increasing their ball control. Until the English press and fans change this loser mentality (that blaming everyone else but themselves), the problem England been facing is never likely to be solved. Series A got lot of foreign players as well, didn't stop them from winning the World Cup though. Now u wonder why. English league before the EU, EPL days got very little foreign players in any club, can't remember England won anything then. well since the 66 at least. While small nations like Denmark had won a European Championship. Now u wonder why again? so stop the excuse

Look, the FA have already 'led by example' in employing a foreign coach. Why did they not select an English manager?For the same reason Wenger rarely selects English players, bwcause they're sh**e.

Ravi Parmar is right. The most progreessive way forwrd for England is if they change the way the youngsters are trained. The problem is most English people have no patience. Teaching whether football or geo-chemistry is all about patience. The coaches must not focus on results but they most focus on how they can improve the talent of the youngsters in order for them to fullfill their creative and sporting potential. England has the best facilities in the world for football. what they must do is to use those facilities to increase the technical ability of the young talents. If English coaches dont help coaches from South America, Spain. France, Italy or any other place can come into england and train the young talents. Teams like Brazil, Argentina, Arsenal, Manchester are successfull because of the level of creativity and technical ability their players have. England needs more Paul Scholes, more Ian Wright. Playmakers are not rated in England, so too are top quality central defenders.Englands failure was the fact that a true playmaker like Michael Carrick(the best passer in England)was not even considered and the best central midfielder in Owen Heargraves sat on the bench when he was fully fit.England also does not respect young talents, for sure Gabby Albongolor should have been in the senior team with stephen Carr. England's trouble wont end if they continue with Stephen G and Lampard in their midfield with no creativity just shots that goes all over the place. Put Owen and Carrick in that midfield and play Gerrad and Lamps wide or on the bench. Capello is going to do just that before he gets fired for it!!!!

Manchester City Football Club were not created in 1880 as Gorton St. Marks, nor do they exist, for the purpose of feeding the English national team - period! Butt out of our internal affairs. I'm going to repeat myself: MCFC do not exist to feed players for any England team. It is no one's business who we sign, whether the team is 11 lads from Crumpsall, Blackley, and Gorton, or 11 lads who grew up within spitting distance of La Bombonera. The mentality of these ideas betrays a larger view of humans as existing for the purpose of serving the state with their labour (i.e. taxes, i.e. time, i.e. lives).

Just for top 4 clubs? This is crap. Not necessarily to play for top clubs then they're good enough to represent England. What are the other teams do? Spurs used to get best English youngsters since few years ago, but they can't even make a vital break in the National squad after that. What's wrong? I do think it is responsibility of all club in supplying top players into England National team.
