Bravo for highlighting this point! However, I believe the real problem lies with the governors of the game. There is so much pressure on Rugby Union to produce "a fast and entertaining game for the fans and the sponsors" that referees have been instructed to "let play flow" and not dish out too many penalties. Did you know that refs are marked down by the assessors for blowing up too often? It's considered bad form as the game is not so entertaining if too many fouls "interrupt" play. That's why so many petty fouls are now allowed to go unpunished. A knock-on effect is that coaches and players alike know all this and players are coached to commit more and more fouls, because they know they will get away with it most of the time. But don't blame the Refs, they are well aware of the problme, but are simply being undermined by a governing body more interested in getting more money from TV than preserving the spirit and essence of the game. Continued: preesure on coaches by club owners to win - sometimes at all costs. It's a shame, as I play and coach rugby in a non-rugby country. It's difficult to teach new players the true spirit of tough but fair rugby and then explain why they are not allowed to commit the same fouls they see on the international games shown on TV. Someone very high up in rugby circles has to decide between the money or the purity of the game. Money will, of course win. But then the money only goes to the top 10 rugby nations of the world and the top 5 percent of their clubs. As you say, the iRB has to be serious about taking rugby global. But it won't happen as the top nations are too powerful and pull the strings.

...rugby to become like football! (players talking to the referee 'look sir what he's done' ; 'no, it's not me, it's him' ; ...) I think some referees tend to post yellow-card players: they realise that they should have given it on a more dangerous tackle earlier and hven't, so as soon as the guy makes another 'oups' BANG! he gets the sin bin he deserved half an hour ago. On the other hand, referees have something like 2 seconds to decide what to do ; it's a pretty tough job! nobody is perfect!
